In the federal framework of the U.S., the fifty states have been called Laboratories of Democracy, where experiments in social policy can be carried out and observed before committing the entire nation to a specific program, policy, or course of action. . In recent years, policy innovation on climate change has been primarily at the state and local level. It is important to collect and examine information on those experiments to realize their potential benefits.
